[inforoots] Unknown IT Device from a collection in Switzerland

It looks like a disk head comb and actuator to me.
The "optical encoder" would be part of the feedback indicating
which cylinder the heads are on or passing over.
You can see two of the read-write heads in the lower photo
and one in the upper photo (white almost disks).
It looks like there were about 11 platters and 2 heads per surface
(except the last one).
That would come out to around 40 some tracks per cylinder.
